The dish is made of uranium glass, also known as vaseline glass.
Uranium glass is a type of glass that contains small amounts of uranium oxide, which gives the glass a characteristic yellow-green color.
It fluoresces strongly and glows green under ultraviolet light (black light). Uranium glass art was popular in the 19th and 20th centuries, but production decreased during World War II when uranium resources were needed for nuclear power.
